Nice, but that drop down menu sort of messed up the layout of some of the pages. Did you find a way to correct this?

I think I have fixed it coming up before posting by moving it to the footer rather than the header so.
As for the way of getting around it. Rather than having it all in your css area. Place it in <style></style> tags in language set.
So basically I have used the 'logged in as'
and 'not logged in' text ids so when the user is not logged in the css in 'not logged in' makes the table visible and its position and when 'logged in as' is used it makes the table hidden and out of the way etc.
As for the links you posted it looks promising. The only concern I have is with compatibility. Other than that it may be a way for the future. Like you I am very busy with things at the minute, but who knows after my exams in the summer, I may have a go at it.
personally I would like to see Thor use external css style sheets rather than have them in the page!

Well in that case you wouldn't link them, you'd import them. You can have all the updates that you want, and all the benefits of having it linked (what they are I'm not quite sure), with the following code:
<style type="text/css"><!--

span.miscoptbar { color: orange; font-family: impact }
--></style>
Any of the embedded rules will override any of the imported rules. Of course, in order for this to happen Thor would have to provide us with a .css file, but he's a reasonable guy.

Keep in mind that @import does not work in Netscape. This could be an issue, since you can't use javascript anymore in order to sort browsers out... Although I think there must be a workaround...
