How do I create a board that has the topic borders the way that this board does?

I think you mean separators. Control Panel>Board management>Arrange forums

From there, just insert the text that you want, where you want the separator to be.

Most of the borders can be changed in:
Control Panel>Board management>Edit layout/colors of your board.

You should never assume somethings obvious around here, we've seen enough examples of people getting the so called "obvious" very wrong to know better emoticon

Is that the why to get the topic borders to look 3-d? I'm trying to make it look exactly like this one, only with different colors. Do you know what style and stuff was used? ALso, how do you get that shading at the body of the topic borders. THe border is white, but it has a black line under it? Any suggestions.

The 3D image is called a gradient. You can make you own if you have a graphics software program, such as Adobe Photoshop 7. Once you've made and hosted the image, insert the url, into the box next to: Forum list table separator background image:
If you want it as a separator.

That can be found here: Control Panel>: Board management>Edit colors and theme
