Depends what you mean.

If you want someone to be able to access an Invitation-Only forum, add them as a user in that forum (Control Panel>Board Management>Security management>Advanced Security>Fine Tune>See members).

Then, invite them by PM or email (if you know it). If they want to go in the forum, they can.

If you have restricted the forum by other means (eg. application only/password) then they either apply or you give them the password to enter.
