Yep, I made these, among others:
It's been so long, I don't remember absolutely positioning all of those smileys. :o
The easiest way to shrink the size of your smiley box is to rearrange the smileys so all the narrowest ones are to the left, all the widest ones are to the right, all the shortest ones are at the top, and all the tallest ones are at the bottom. Here is a screen shot of where I pasted them into Thunderbird (an email client), then dragged them to rearrange them.
If that isn't small enough, you can add this:
Smiley scrollbar in reply section
You can also add a max-width and/or max-height to images in that box, which will show full-sized in the posts themselves.
Basically, there are many different ways to make your clickable smiley area smaller.

I rearranged your smileys and added this CSS:
.msgform_clickable_smiley_box_h img {
max-width: 100px; max-height: 80px;
}
Size of box before:
645px × 342px
After:
417px × 272px
