The short answer is no, you can not use a image for the border. But you CAN fake it in three ways. The first way is to use a graphic image set or tied to a content or wrapper div in your HTML and then style the div using CSS. That is the way we had to do it in the past. The second way is to use the CSS box-shadow to simulate the ribbon graphic. The coding for this will look huge but you can do some amazing things that way. The third way is to use a background graphic that the forum and topic lists sit on top of.
