It's a perplexing issue, but I think it might help to clarify whether it's the browser freezing up or the whole computer, and whether it's as bad on all three computers or just one. The first speed test seems to indicate intermittent connectivity problems on their end, but although I can see this possibly freezing up a browser, I can't see it freezing up a whole computer to the point of needing to reboot it. The CPU issue while scrolling might indicate a graphics card going bad, but I have no idea what it means when logging in or making a post can spike the CPU. Maybe it would help to know where they're logging in or making the post, because graphics could play a part in that, too. It might also help to know how many sites your member frequents, and how often. If they have to reboot 5 times a week, and it only happens on two sites, then could it be they're just at these two sites more often than any other, and probability is winning out here? I can't tell you how many times YouTube has frozen my browser, but I can't remember the last time Runboard has done that, except on a reply screen with a lot of animated smileys, and it has even been a long time since that has happened to me.
