If you and your sister are close enough to knock each other's wifis out, then why don't you just share your wifi?

I only get 2 or 3 bars from her WiFi. In certain spots in her house, my cell phone is able to pick up my WiFi. But it isn't constant.

Mine is extremely slow in the evening. Sometimes it takes 30 seconds or more to load a page. I blame my router because the desktop is not like that. It is only with the laptop.

I did a little searching, and think changing the channel in your router settings might help at least some of you.
Step 1
Depending on your router, you might be able to get there by going to http://router.
If that works, skip ahead to Step 2. If that doesn't work, you'll need to find your router's IP and go to http://<router's ip address>, replacing <router's ip address> with your router's actual IP.
To get that IP, open your command prompt. To get there in Windows 7 and 8, press the Windows key on your keyboard, then type cmd and open your command prompt from there.
In the command prompt, type in ipconfig and hit the <enter> key on your keyboard. Then, find the Default Gateway that's listed under Wireless LAN adapter Wi-Fi to get your router's IP.
Step 2
In your router's control panel, there should be a section for WiFi settings, and you might have to click on an "Advanced settings" link of some sort to find it. For a 2.4GHz connection, the channel setting should have a dropbox with 'auto' and 1-11 listed. If you're on channel 1 and someone else is on channel 2, you can still interfere with each other, so the idea is to use a channel that's as far away from channels of other nearby routers.
Your router will need to reboot before the changes will take effect, and it might reboot itself.
If your computer and router both support 5GHz, you might get a better connection that way, and the 5GHz dropbox can probably be left on 'Auto'.
