You need to save the banner to your pic storage site before you can use it. You get the URL from the host site. This is hotlinking which is not allowed and blocked by the site. ImageShack or PhotoBucket come to mind off hand.

Welcome to Runboard, Flamers!
If you didn't save your last banner to your computer, you'll need to make another one, then save it to your computer, then upload it from there to an image host. ImageShack and PhotoBucket, as Vegas Guy suggested, are good free image hosts.
Likewise, the image(s) you are hotlinking from flamingtext.com should be uploaded to your own storage and linked to from there, instead of linking directly to flamingtext. To understand why you should use your own image storage, please see this link.
It looks like you copied and pasted CSS from a blog. Like Josh said, most of the CSS you are trying to use here will not work with Runboard, because the classes defined in that CSS are specific to whatever site you got it from. Also like Josh said, CSS belongs in your custom CSS area. Since the <style type="text/css"> and </style> tags are already in the board's underlying code, you will not need to use those tags in your CSS area... just the stuff between them (with Runboard-specific class names instead of the blog-specific ones).
I also see this in your board's source code:
<!-- Javascript is now disabled for security reasons. -->
You should just delete that line and don't try to use javascript, since it won't work there anyway.
It looks like you're going for a pretty interesting theme in your design. We're happy to walk you through things here in this forum, and I personally can't wait to see the finished product.
